If you are in a hurry and don't have time to setup DATAMOVE, drop the "LABEL CMS191" in the minidiskstatement. DIRMAINT will still add the user but doesn't attempt to kick DATAMOVE to format the minidisk. But in that case you have to format the disk yourself. As David already explained, make sure you have a CONFIGxx DATADVH on the DIRMAINT 11F minidisk. It should contain your tailoring, meaning your changes against the default CONFIG DATADVH. Our CONFIG0 looks like:
