Yes. zVM will emulate a 9336 FBA device, which works great for both CMS and 
Linux. There is a performace penalty for the emulation - nothing comes for free 
- but it works reliably. If you need tape, you're still stuck with FICON.

The CPU type doesn't matter. It's whether the OS running on the system can 
drive FCP disk or work with emulated 9336 devices via VM.

 VM, VSE and Linux all work great. zOS doesn't allow FBA disk, so you can't run 
zOS using only FCP disk.
