That ALS statement was referring to z/VM, not Linux. From the Linux perspective, the current ALS supports all of the z/Architecture machines. Support policies differ, which is why you'll see statements like SLES11 and RHEL6 are only supported on z9 or later hardware. GCC is updated to support any new instructions that come with each hardware generation, but that doesn't mean the distribution itself gets built with that generation as the -march value.
