Yes, you can turn it off and on at will. The granularity is a chpid. On your SE/HMC, navigate to the chpids in an lpar. Configure the chpid off. Change the NPIV setting. Then configure the chpid back on. Here are some screen shots. I'll cc you directly in case the list strips them.
