I wouldn't go that far to state that IBM recommends a production environment to be z/VM based.
Whether z/VM or PR/SM is more appropriate depends whether the runtime characteristics of the application workload benefits more from the reduced overhead PR/SM LPARs imply or from z/VM's capabilities to virtualize and overcommit all possible resources a virtual server depends on (CPU, memory, storage, network, crypto, console). I.e. it depends whether steady state resource demand fits well with the PR/SM model of resource sharing for I/O with I/O passthru support, dedicating memory, and CPU virtualization, or varies heavily such that it benefits from z/VM's capabilities to much more dynamically balance how and when virtual resource demand is backed by physical resources for all possible resources. This said if you look for the right hosting environment for your production, "mother" database for enterprise wide operations that shows high, steady state resource requirements most probably a PR/SM LPAR is the most efficient way hosting it. If your use case is the consolidation of a larger set of virtual servers that show varying resource demand from high to idling z/VM is the more appropriate choice. And of course it is possible leveraging both for distinct Linux workloads on the same system - or go for one model only. And yes, creating and decomissioning virtual servers at high frequency is much more handy with z/VM than with PR/SM LPARs.
