I think it was shown as a "cloud" because you couldn't tell how the data was being routed around inside it. One packet may take one path and another packet might take a totally different one. Like a car disappearing into a fog in which there are multiple roads leading to the same exit point. Given how some people think, calling it "the fog" might actually be more accurate.
