The primary tool available for development and test on Z is zPDT (System Z
Personal Develop Tool).
It is available in two forms, Machine type 1090, generally referred to as
zPDT, for Independent Software Vendors and Machine type 1091, called
Rational Develop and Test which is provided under the IBM Rational Software
banner for development and test (not production!) of software by about any
System Z development shop.
Prices vary depending on which implementation and, for RD&T, which of
multiple licensing options.
You can search for terms like zPDT, z1090, RD&T.   Multiple references from
within IBM, or check ITC's web site (ITC is the exclusive distributor for

I haven't been following this thread; but if it's software for Linux
for System z, Linux for System z can be run under the Hercules emulator
under Linux on Intel hardware.

Unfortunately, z/VM (and all other licensed IBM operating systems) cannot
-- not legally anyway.  I wish IBM would offer a "personal use" license
for z/VM at a reasonable cost for the Hercules emulator.

Could I persuade you to post a link about IBM's offerings for low cost
test infrastructure on Z, David?
