To see what's happening on RACFSMF try (one long command):

CP XAUTOLOG RACFSMF SYNCH#CP SET SECUSER RACFSMF *

Alter the RACFSMF PROFILE EXEC to add Trace I if watching the startup
doesn't give you enough clues.  (I'm not sure what RACFSMF is 'supposed' to
be doing myself offhand)
