Have you opened the ports in the firewall in your Linux on z server that are 
used by vsFTPD?
The IPv4 firewall config file is /etc/sysconfig/iptables.
I have the following for my vsFTPD server:  -A INPUT -p tcp --dport 11000:11010 
-j ACCEPT
Add the statements to iptables, and restart the firewall:       service 
iptables restart
