You should be able to recreate the issue by:
-) Logging off the Linux virtual machine
-) Logging on to MAINT (or similar privileged ID) and:
  o) DETACH the volume(s) with the minidisk(s) from SYSTEM
  o) ATTACHing it to yourself
  o) CPFMTXA FORMAT the volume(s)
  o) DETACH from yourself and ATTACH back to system
-) Logging back on to the Linux virtual machine
-) Running the RHEL 7 install
