Terry, You are right. Standby memory will not be allocated until you put it online on Linux. Here we use to have all machines with a couple GB of standby memory (and a couple processors too), so we can change it quickly when needed.
We have SLES11 here, and we can put memory online AND offline without having to IPL the guest. The same for CPU.
