No, FORCE is signal aware. From the HELP file: If the user is enabled for shutdown signals, the logoff is delayed unti either the amount of time defined by the system default shutdown signal timeout interval has elapsed or the user machine indicates that it has shut down, whichever occurs first. If the default timeout interval is 0 seconds, or the user is not enabled for shutdown signals, the logoff begins immediately.
