Yes it's been IPL'd. I can ftp to zvm and have a 3270 sessions working.

I would guess this is the bigger part of your problem.  Have you re-IPLed the 
z/VM system after adding the VSWITCH definition to your SYSTEM CONFIG file?  If 
not, you'll need to either do that, or manually define it from MAINT.
