Hi Marcy, To adjust the leap seconds on a z13s, logon to the HMC with System Programmer rights.
Start task 'System (Sysplex) Time'. At the bottom of the 'Timing Network' tab is an 'Adjust Leap Seconds' button. Click and play. I hope I understood your question correctly and that this is helpful.
