If you are in a timing network, that option is available only on the CTS.

When you first set the time, the "Initialize Time" button is where you set 
the leap seconds value.  The "Adjust Leap Seconds" is how you schedule the 
change when you receive an IERS bulletin.  And just so folks know, you 
will specify '27' in the adjustment, not '1'.

I will include screen shots when I update my web article.  Some of them 
can be found in the STP Planning, STP Implementation, and STP Recovery 
Redbooks.

IMO, there's no reason for customers to have to get involved in managing 
leap seconds on mainframes any more than they do on other platforms.  So 
to that end, I've started discussions with the firmware folks to see what 
might be done in the future.
