I started reading this thread now, and while at it I started thinking about the DVD media itself, and I think you got the problem: you need DVD-RAM.
I once had to install zVM on a client, and had to buy a DVD-RAM on Sao Paulo, and spent a good hour scoping those small shops on Santa Efigenia street downtown looking for a DVD-RAM. A lot of guys gave me a strange look, they never had heard DVD-RAM before, others asked if I wanted to buy a DVD and some RAM, others recalled they heard about it, but never saw one DVD-RAM disk before. After an hour I got to one shop on a dark corner, and found one DVD-RAM almost 5 years old, and it was almost 25 times more expensive than the common DVD-R. The guy that sold me asked me if it was for something from IBM... I bought it, burned, and installed zVM just fine. So, find one DVD-RAM (good luck on that), burn, and IPL. Or setup a FTP server somewhere, and boot from FTP. It will hopefully be faster than order a DVD-RAM from Amazon and wait it ship.
