As you have learned if your translation of "Cloud" is the provisioning of virtual machines there are many options to choose from. If your goal is a prescriptive Cloud automation tool that allows for the seamless integration with vRealize Automation, IBM Cloud Automation Manager, terraform, CloudForms, Ansible etc. without much invention by yourself your option space shrinks significantly and you may want to consider giving the new IBM Cloud Infrastructure Center offering a closer look.
