Mostly. Tumbleweed is a leading edge distribution, so new "stuff" will go into openSUSE first. That means packages can be replaced, dropped, etc. It also means that any shift in general philosophy will be seen there first. So you may see differences in Tumbleweed, before they are seen in SLES, but most (or all) of those will eventually show up in SLES as well.
