Just thinking out loud here. Indeed having a maintenance machine would be nice, but in this case we need the functionality, so any guest might be able to do that task.
Do your minidisks have a write-password? If so you might be able to link a disk (with the appropriate password) from another guest. Do you happen to have a guest with LNKNOPAS option? Or can you activate some guest (an installation machine/golden image or some test machine) with the LNKNOPAS option? Then you can link the disk without a password. (When you don't have minidisk passwords then this is the only option.) In both cases, after the link set the disk online (chccwdev), mount the disk on /mnt, edit the file and then umount/offline/detach. I'd say, start your guest without network (detach the vnic), make the update and then restart with full network. Or start your guest and enter "#CP VI VMSG 0 1" to force the guest to start in runlevel 1. (That is, I expect the input in ClefOS is the same as in Suse.)
