You sound ideally qualified to me. I am a big fan of plain black text on a
white background with minimal graphics, and no frames or tables.
(See http://www.ecs.soton.ac.uk/elks for what I mean). Its not that I don't
apreciate the effort put in by others, I just don't see the need for fancy
html on factual pages.

How about setting up a cvs repository for the web site, and then setting
the web site to do an update every few hours? I can host the pages here no
problem, but offering others a login is more difficult.
