That depens on the card. I have seen numerous network cards, and perhaps
some IDE cards (as you suggest) that are 16- or 8-bit.
Not ALL (in fact, most) 16-bit cards won't work in an 8-bit slot. Most
cards that don't need the 16-bit bus don't come as 16-bit cards (i.e.
internal modems are usually 8-bit cards unless they are PnP-capable or
include other 16-bit peripherals such as a sound card), with the exception
of those cards that are specifically designed otherwise.
