Ok, aside from the possibility that something is actually running and
taking up that much CPU, the other times I've seen this (quad P6/200
doing far too much NFS client work) were D-state (uninterruptible sleep)
processes that must have kept a dummy entry in the run queue... (in my
particular case, 9 stuck df's that kept a very-idle-machine's load
avg pegged at 9.00 and higher.
Perhaps it's worth checking "ps aux|grep D" for such processes. top won't
typically show them high enough since they're not taking any CPU :)
