There are no unambiguous answers to any of these questions.
- Several mail servers are well regarded, including smail, sendmail, exim,
qmail, and vmailer.
Some are well-suited to complex configurations, others are easy to
configure. Some are better for high volume sites; others are "more secure."
No simple answers.
- The best user agent is in the eye of the beholder. I favor MH/EXMH.
Others like elm. Others like Pine. Others like Mutt. Personal preference
is quite critical in this area.
- For POP clients, there seems to be substantial agreement that "fetchmail"
(from ESR) is commonly preferred. I use fetchpop which is preferable for
*my* purposes; milage obviously varies.
- Not sure what you mean by "mail sender." Usually, that's a MTA like
sendmail/qmail/smail
