Ah, in which case ART/Acorn messed up.  iirc, one of the IDE datalines is
supposed to have a resistive pull-down on it so that when a driver goes
probing looking for the busy bit in the status register, it sees it clear
and doesn't wait for > 30 seconds for it to clear.

You could try giving the kernel "ide0=noprobe".
