Yes - there is the ARMulator from ARM - they released a version many years
ago open source. I think it is also now included in recent GDB
distributions.
I built an emulation of one of the early Acorn ARM machines around that
and booted Linux on it.
You can find the source for that - together with Linux ROM images and a
hard disc image on.
