My understanding is that wireplumber is the "policy" part of PW.  PW by itself 
does not make connections or apply rules, that's what wireplumber is for.  If 
my understanding is correct [0], perhaps a way forward would be to implement a 
wireplumber alternative that handles devices and connections the way you want?  
That is, if you can't find a way to configure WP appropriately.

understanding_session_management.html looks like it explains the core tasks of 
WirePlumber (e.g., "device enablement" and "link management" pertain to
