I can't really speak to Win95 but for DOS fat you can mount the partition.
I have a /mnt/DOS directory and I have my /etc/fstab file set up for access
to the DOS partition.
My command line is:
mount -t msdos /dev/hda1 /mnt/DOS
I've seen comments about using fat in place of msdos above.
