I do not know about netdate, but, if it's NTP-based, you may wish to have
a look at the NTP home page (http://www.eecis.udel.edu/~ntp. You can, via
this page, get to a list of NTP servers which are available for public use
(http://www.eecis.udel.edu/~mills/ntp/servers.htm). Please heed their
request to only use stratum-2 servers.
