        Stratum-1 Servers...

        tick.usno.navy.mil
        tock.usno.navy.mil
        tycho.usno.navy.mil
        heechee.esa.lanl.gov
        ntp.css.gov
        clock.llnl.gov
        xfiles.esa.lanl.gov

Use IF you are serving a large number of other servers. If not,
find a tier two server or buy a cheap GPS receiver.
