I'm having a bit of difficulty understanding what you wrote, but let's see
if I can offer some useful help anyway. If not, apologies in advance.

1. When you wrote "contributing to my chat script", did you mean to say
"attributing"? If so, IP info exahange isn't handled by chat -- chat hands
control back to pppd once the modems handshake. If chat is failing, we'll
need to see the script to guess why. One immediate question: are you running
chat with the -v (for verbose) flag? You need to in order to get chat to
write useful diagnostics to /var/log/messages .

2. Do you have syslogd running? You need it to do logging. If you do, did
you make any changes to /etc/syslog.conf ?

3. If you don't have ppp working, how are you doing any telnet or ftp
activity? And are you saying that the bootup messages do or do not log?

4. Does your pppd options file (or the the command line string you ue to
start pppd) include "debug" and "kdebug 0"? You need these options to get
pppd to write useful messaages to /var/log/messages and /var/log/debug .

5. Did you make ALL the associated changes needed for your upgrade to kernel
2.2.7? I can't help with this part - still using 2.0.34 here - but it's a
porential source of problems always to be considered.
