Apart from serial port and pppd configuration errors (I assume you
have read all the various man pages and howtos), there is only one
reason why this would be happening to you -- you are
trying to use a "winmodem".  If you have one of these, then you loose.
They are brain-dead pieces of sh^H^Hjunk that can only be used under
windows.

If you have one of these things, throw it away and get yourself a
*real* Haydes-compatable modem.  (Most internal modems nowdays are
winmodems.  They are bad news.  We run a large ISP here, and most of
the connections problems some of our clients initially have magically
disappear after changing to a real modem).
