One of the possible reasons i can think of telnet taking
time to login is misconfigured dns... It takes time,
about a min, because it is tryin to do a reverse lookup
on you... and if your dns server isn�t correctly confured
it takes that much  until it times out.

About not login as root... it depends...
Are you tryin to log as root localy or from another
computer in the LAN... If tha latter is the situation
then you have to add the terminal name to the file
/etc/securetty.
It�s a matter of security to let root user only log from
the local consoles...tty1 thru tty2. If, for instance, you want
to log as root using telnet from another machine then you
would have to add ttyp1 (this allows only one login as root
across the LAN i.e. You can not open another telnet session
and try to log as root again)
