I wouldn't put an & after the ``exec fvwm''... that should be a user
option (to run ``startx &'' or whatever).  However, I'm not sure if
the same holds true for xdm-initiated sessions.

If you're the only user, and likely to remain so, a killall will work
just fine.  However, have you checked if the processes still remain
hanging around?
