Try mkbootdisk
mkbootdisk -d /dev/fd0 <kernel version>
In my case kernel version is 2.2.14
For more help try man mkbootdisk.
It will format ur floppy too. But try it with a clean one.. maybe u can try
formatting it before by fdformat.
