Any options you want to pass to pppd (when using diald) is best done via
pppd-options in diald.conf.  I suggest you keep your /etc/ppp/options file
completely empty.  In my setup I have kept the PPP options file empty; all
pppd options for diald is done thru pppd-options line and when I do need
bring up ppp manually (not often) the ppp options are passed on the command
line.  The system works for me, the only difference in my setup - I have
static WAN IP plus your ISP is doing PAP authentication.

Give it a try.
