I ran a 2.1.132 kernel for about 2 hours. I don't remember if my diald
started or not since at that time, my ppp was too old for that kernel. I
do know that 2.1.132 does REQUIRE up-to-date versions of all networking
apps, so I would check to make sure you have the latest diald, ppp, and
any other net tools. Also, if slip is compiled as a module, try
insmod'ing it and then restarting diald.

I do a similar thing, but only with 1 modem. Basically, you set it up
like you would if nothing else uses the modem. Diald can be set up to use
multiple interfaces (see man diald-examples, I beleave). Then, wnenever
a modem is in use, it will skip that one and check the next. If your
second one is in use as well, it will log an entry to the syslog saying
"could not find a free device to dial out on" and sleep for a number of
seconds, then look agian.
