You found nothing about it, because IMHO there is *no* parameter for setting
the *idle_time* (Olaf Schulz gave you a good description of the config-file,
but was wrong with the times being idle times).
The times to set in /etc/diald.conf IMHO are generally minimum-link-up-times.
Furthermore you can define "impulse rules" which can be restricted to freely
defineable time periods with the "restrict" command.
In the man pages you'll find the answer about how you can make diald to close
a connection in time (before a new impulse starts - if you pay per impulse).
