This is the "other TCP traffic timer"
Anything not specified by any of the other rules above and that is TCP
would be covered by this rule, yet web, smtp, and all the other ports that
are specified specifically in the file will not be affected by changes to
this value.
If you want to increase your "idle timer" accross the board, then you need
to increase ALL the values listed in the standard.filter.
