I know these things can vary from modem to modem, but according to the
documentation for my Hayes Accura 56K, Register S95 should be set to "1" for
DCE speed reporting though ATW2 should work. Is it possible you were issuing
ATW2 and then, mistakenly, ATS95=2 for good measure?
