i.e. dial the number wait for connect and you're off. It's pppds

If diald is trying to dial faxgetty shouldn't be able to lock
the modem so that is right. If diald can't initialize the modem
it sounds like a connect script problem.

No. If you have a single machine you *should* have both because
named will act as a cache and reduce traffic over the link. If you
are routing a network you *need* both otherwise your DNS traffic
will become unmanageable and demand dialling bounces up and down
and up and down and...
