Your question gives us no impression whether you have read anything about diald
or not, so I do not even know whether my answer meets the right direction.
Besides, there might have been given an answer a certain time before, archived
in a file you can obtain from the maintainer of this mailinglist (diald
homepage).

Nevertheless I will make a try:

I think, normally diald shuts down the link at once when it falls idle, in other
words: diald is always watching the link activity.

So you can't set such a value (anyone may please correct me if I'm wrong), but
there is an other possibility.
You can make diald to keep the link up for a fixed time plus a short interval to
probe the link status:

Write  impulse 200,30  as an option into an options file that you already might
have set up.

The option means: keep the link up at a minimum of 200 seconds and in the
following 30 seconds period probe for idle/active.
If idle, shut the link down, else keep it up for the next period of 200 sec
(minimum).
If not idle then the link will be up for 230 seconds.

For further improvement see the manpage of diald.


BTW: Please use shorter subjects, but as precise as possible. And, at least give
us the impression that you have read something and/or thought about the subject
before you mail, for you certainly wouldn't like supposed to be only an
information-fetcher, would you? ;-)
