Another approach is to use ipfwadm.  Something like this should do the trick

    ipfwadm -O -a deny -W ppp0 -P udp 138 139

This will actually keep linux from "outputting" any packets to the ppp0 interface
for UDP ports 138 & 139.  I think the diald solutions will keep diald from
bringing up the link for netbios traffic.  But if the link is already up, diald will 
still
forward the packets out to your ISP.
