I have a network with a server running diald and dns. IP masquerade is
used to connect all the other machines to my ISP.

I am trying to investigate the possibilities of the diald:

Is it possible to deny a user on my server access to the ISP by using
the diald packet filter policy commands?
My problem is that one can telnet or ssh to the server and then
get access to the internet via diald. I would like to have the opportunity
to let people have a account on my server, but would also have a
opportunity to deny them access to the internet.
