You can still have a RAM disk to store data.  It just doesn't have to be
as large as your entire root partition.  For example, you could have /etc
and /var as RAM disks, and just read binaries from the floppy.

Why not?  My kernel is on my root partition on the hard disk.

The kernel's already compressed.  You just have to make sure that the rest
of your root partition takes up less than about 1.1MB of memory ... not a
problem, depending on what you want to do with it.

For simple routing + diald, I still think it's possible to put everything
on one floppy uncompressed.  You won't be able to use the Linux Router
Project with less than about 12MB of memory, though (according to them). 
You'll have to roll your own solution.  I'm just glad I don't have to do
it.  :-)

Using one floppy, you'll save yourself some aggravation in the long run. 
It will be a pain going in to work in the wee hours of the morning every
time a janitor unplugs your router to plug in a floor polisher.
