Do you want to enable/disable ipmasq or to cause the connection at your will
from the win9x?
If the former than do it via telnet, if the latter then try dialmon.

You can log the connection time using diald's accounting-log config option,
but the connection time is "used" by all the computers that are connected to
the lan, you can't say "that computer stayed 5h, the other 10h" using ipmasq,
or at least it would be very very very very difficult, having to analyse
packets per packets which computers they came from.

I think that if you want that kind of accounting you'd better install a proxy
server.
