Unless what you're buying is a ISDN router, this likely isn't true. The TA will
establish a connection to ISP, but acts essentially like a modem is most
regards; it will dial when told to, and that's it.
ippp is, I believe, a version of PPP that does the synchronous signaling that
ISDN requires. I suspect you'd have to tell diald to use it rather than the
normal ppp. I use diald with ISDN here in the US, but I use a TA which does the
async<->sync conversion for me, so I use normal ppp, and have no experience with
ippp.
