Wouldn't be simpler:
1) Have qmail put all outgoing mail in a maildir
2) Every hour (or so) a cron-job checks to see if there is mail in the maildir
3) If there is mail in the maildir:
run "echo up > /path/diald.ctl"
(in ip-up put the commands for maildirsmtp).
I did this way when I used qmail.
