I gave it a look and if it's working as the man page states ip-up is 
always called no matter how pppd is started.

Have you tried running without any ip-up line in diald.conf? I'm just 
curious.

I suppose there will end to be one. The authors already set the hooks 
in the code, but as you might know diald is under a re-structuration 
due to late kernel and maintainer changes so we might have to wait 
until version 1.0.
