just about.
ipchains is deep in the network code. diald doesn't know/care that the
kernel is filtering packets, it just sends the packets to the kernel.
And ipchains doesn't give a stuff where a packet came from, eg from
diald via tap0.
i use it at home and it works fine. setup of each is independant of the
other.
