If your using OE5 you should be able to increase timeouts up to 60 seconds.
Tools->Accounts->Properties on your Mail account->Advance->Server Timeouts
will allow you to modify the timeout.
If your using a previous version of OE, you can still tweak the server
timeout,
but the maximum limit is 30 seconds.
